As a requirement for the DPA programs, each participant must attend a monthly counseling session with Legacy’s certified Housing Counselor. The Housing Counselor will review the participant's file and develop a unique action plan to guide them through the program to home ownership.


City of Port Arthur applicants between 30%-80% income limits are eligible for up to $40,000 towards the down payment and closing cost (new construction) or are eligible to receive $14,995 toward down payment and closing cost (existing home purchase).

City of Beaumont applicants between 30%-80% income limits are eligible for up to $14,999 toward down payment and closing costs.
