Serving Hardin, Orange, and Jefferson counties in Texas (not including the city limits of Beaumont and Port Arthur). 

Assistance is available to very low-income and low-income families that reside in Hardin, Orange, and Jefferson (excluding the city limits of Beaumont and Port Arthur) counties in Texas. Additionally, applicants must be at or below 80% of the Area Median Income (AMl)1 for their county of residence, occupy the assisted property as the primary residence, and participate in a self-sufficiency program.

HRA initiative funds provide the following services: 

  • Reconstruction of owner-occupied housing on the same site;
  • New Construction of site-built housing on the same site to replace an existing owner occupied Manufactured Housing Unit (MHU);
  • Replacement and relocation of existing housing located in a floodplain to a new MHU or New Construction of housing on an alternative site; and
  • New Construction or a new MHU to replace a housing unit that has become uninhabitable as a result of disaster or condemnation by local government.

The assistance to an income-eligible Household will/shall be in the form of:

  • a grant agreement with a five (5) year affordability period OR
  • a loan agreement in the amount of the Direct Activity Costs excluding Match funds. The loan will be at zero percent interest and include deferral of payment and annual pro rata forgiveness with a term based on federal affordability requirements.

How Can I Get on the Waiting List?

Applications will be selected by using a neutral, random selection process. (Not a first come first serve selection)

You must wait for the Waiting List to open up. Information pertaining to the opening and closing of the waitlist will be publicized here and at our office locations.
